The skill of the teacher is in reconciling these factors in such a way as to have confidence that all pupils will
understand, make the desired progress and achieve their optimum potential.
The measure of effective leadership and the skill of the leader has to be the extent to which teachers are able
to teach and pupils are learning in a way that maximises equity and excellence.
